With the varied selection of class options and the freedom of choice offered, I'd say definitely a college. They tend to let you personalize a LOT more than your average high school. I speak from personal experience here. Though admittedly if this were a high school it would be a private institution, and I don't know what their class policies are.... You know, I smell a potential roleplay coming out of this. Though that could just be me.
