I would think a better way to say 'nay' would be to cast your ballot, but not marking any of the candidates, otherwise I don't think that simple abstaining can be said to be a denial or expression of disapproval to the candidates available for voting.

I mean, there's at least another 50 million people in the United States alone who are eligible for voting, but I'm fairly sure most of them just didn't get around to voting or didn't feel like doing it rather than them thinking it was futile or pointless to vote.

That's just my interpretation on the matter with no real data to support it, but I'd really like to see a poll or some research about the people in the United States that didn't vote for some reason or another.
