Special February

I noticed with only a little of an hour to spare (my time), but there's a full moon on the last day of the month. That means the moon has completed one cycle of phases during the course of the only true month of the year. How often does that happen? @_@

Who knows. It didn't seem any brighter, to me; but that could just be me. The sun has become more active lately, though, so maybe the solar wind has increased the exosphere or something. It's not exactly my area of expertise, so I wouldn't know for sure.
