This ones have been keeping me company since a long time, when I was at school and academy my notebooks were filled with drawing of them, chibi and non chibi. If you see my old drawings you will probably recognice a few ones.

Aw, so cute! I marvel at your ability to draw this style so well. Any and all attempts I've made at it have come out distinctly second-rate, if not outright abysmal. I guess I just don't think cutely enough.

bleh "how to" books aren't really much help in my opinion. They only provide you the general concept of drawing something. You need to actually practice a lot to eventually draw something good.

I've actually found the "How to Draw Manga" series extremely helpful to me in refining technique. However, as you say, practice is key, and good artwork doesn't happen overnight. You may get a few prodigies who come up with miraculous things the moment they put pencil to paper or whatever, but most of us do have to work over it for the long haul. The trick is to stubbornly keep up that work, and eventually improvement will happen. I've been studying anime/manga style for a few years now, and to my mind I'm still learning, even though I'm much better an artist than I was when I first began, to my mind.

The "how to" books are okay, but honestly I think online tutorials look more useful, even giving more detail from what I've seen. I've been drawing all my life, doing all sorts of art, anime, realism, architecture, and it's really all about dedication, practice, and enjoyment. :\ No tutorial is going to make a artist out of ya, ya gotta do that by yourself.
