Correct me if I'm wrong, but it's a tempurate and pressure where all three forms of matter can exist, I believe.

I don't know, I don't really pay attention in Chemistry.

Regardless, I think what they mean is that they are able to exist as any form. Thus, they are the matter at said condition, which is able to exist in any phase. So, they are any phase.

It's a cop-out, there.

Yeah, but the possibility that they spend an equal amount of time expressing all three is very, very unlikely. Thus is the reason for phrasing my question in the poll as I had.
