mwahahahahaha! After hours of searching..well more like weeks of on and off and then a conserted effort of "I AM GOING TO FIND IT TONIGHT" I have.. its on the way. I am happy.

This is entirely on topic because cthulhutech is a an rpg about using powered armor to fight the Mythos.. more commentary on it will be done when its in my hands...

seriously though only flipped through it so far... and its pretty solid haven't looked much at the rules yet.

Reading over it, one can get the background just about anywhere the actual rules mechanic is.. well hard for me to grok properly. You roll a number of dice equal to your skill and add it to your attribute. Here's where it gets odd, you pick either the highest roll or you can add multiples that come up i.e. if I roll 3 dice and get a 4, 7 and 4 I can take 8 since 4 is a pair. Thus I am having a hard time trying to figure how easy/hard things turn out.
