Probably some title of office or something. I wouldn't be able to tell unless I actually saw the name in Japanese, instead of romaji. But I know one character for "kei" is punishment, which sounds about right for Xia. ;/
Of course, taken another way, "keima" can mean "horse race." ;p Well, it would be "keiba", but "ba" is the same character for "ma", which, in this case, means horse. I have no idea if the character for "kei" in "keiba/horse race" is the right one, though.
However, even when the true meaning is revealed, I'll use "horse race" because it will be more amusing.
Of course, since "kei" can mean "punishment", and "ma" can mean horse, one could say that I have an opportunity to beat a dead horse, here, with his name. ^^
