"You really don't want to know about that one." said the man, "Anyway, I presume you are talking about our little 'secret weapon'."
As he spoke the lift doors closed.
"I believe you are aware of the mechanisms of the hybrid alteration process." he continued, "It changes the body by overwriting the cells that compose it. Now, not may people know this but there is a single pokemon that does the same thing. While the first guess would be Ditto, that would be wrong as Ditto simply re-arranges the cells in it's body to imitate what it changes into. The pokemon we are referring to would be the illusive Deoxys. During one of the rare times it was spotted on the planet's surface we managed, with great difficulty to coax a tissue sample out of it. Upon study we effectively created a functioning organ which acted in the same way as the full pokemon did."
As he finished speaking the lift doors opened to reveal a vast laboratory. Machinery and computer systems were strewn about almost recklessly. The whole place was a hive of activity as researchers and assistants went about their business (or just socialising as was sometimes the case).
"It is not known outside of this laboratory that Deoxys reacts radically to certain combinations of electrical currents, light and sound frequencies. To this end it is possible to force the Deoxys body to switch between its different forms on command. On top of this, if done and sustained right, you can force it to revert to it's previous state. however, this only works within a certain time-scale. Our 'weapon' works by using a delayed form of the hybrid change to create a lesser Deoxys hybrid, then revert them back to human form afterwards. This lesser hybrid does not have the same kind of power that a normal Deoxys hybrid would have, namely a lack of the ability to switch between forms. We only use this as a last resort as it is risky. If we do not catch the user in time, the change completes and the ability to change them back into a human is lost."
The man looked at the professor
"I know you may disagree" he said, "but for many of our operatives, for various personal reasons, becoming a permanent hybrid is a fate worse than death. This is another reason we only use it as a last resort....and by using it first, it provides us a little loophole to evade conversion by other means."
