It probably is the correct way, but it never looked the right way, to me. I thought it always looked better with the question mark following the exclamation point. Aesthetics are important, too!

I don't think it matters because the rule itself is based on choice, not in fact. The "powers that be" could have chosen to make the other way around the standard.
The way that I see it, is that the question mark is just an exclamation point that needs to be fixed, from being bent out of shape. That's why it's the nature of the answer to do away with the question mark. The mystery versus the realization.
But that's just me. I diverged from the standard and conventional understanding of things a long time ago. ;p

A second and third face hasn't appeared on my butt cheeks as of late, with ice cream cone noses and pepperoni eyes, and I don't ever count on it happening. So there are things that are impossible.
