Las Vegas. I've been there. It's a place spun out of dreams, full of glitz and glamour. Something like that has to have a natural sort of magic in the air, with potent energies running high. That would make magic of other sorts feel more possible. Besides, as was mentioned above, the general act of gambling makes a natural reason/setting for changes. You know, the secret betting room where you don't bet money; that sort of thing.
