Jibril might recall (or not, considering he is a stranger to these parts) that the Legion is tasked with keeping the Emperor's peace in the city of Overwatch. As such they are kind of like fancy city guards... and what city guard expects to fight archers and cavalry from inside a city?
As for those needing his aid, he could either jump into the stands to assist the very Legion who's competence he questioned, or remain in the Arena. The Arena seems to need the most help, as most of the Legion is in the stands rescuing the citizens and pushing towards the royal box to secure the princess and king.

Almost stopping in place, Francis turned around and chanted before tapping the floor with his staff. a wall of light appeared in front of the creature as it charged Francis, though he had never attempted to cure such a transformation, he believed that if heresy could cause such a thing then the power of his faith could undo it.
