If the CTC maintain any dossiers on the locals of the city it is quite likely that they will receive the following information. Apparently the maid is known as Tashira, a ninja maid known for her obsession with cleanliness. Armed and possibly quite dangerous, she has a history of transforming individuals against their will into loyal followers (typically maids) in her crusade against dirt and filth. She likes green tea, classical music, and long walks on the beach with her vacuum cleaner.
Of course if this is not the case, then please disregard the following spoilers mentioned above.

The CTC vehicle quietly slows to a stop, as inside, the vehicle's on-board AI uses facial-recognition software to match the flying maid's appearance to an image in its database, displaying the found dossier on the screen for the crew that had been lazily (up to now) monitoring it.
"Sarge... we got a hit. H-class entity, ninja maid, name's Tashira..." one of the soldiers announces, the network quickly transmitting the relevant data to the head's-up displays in their armor. The squad's leader frowns. "Seems eccentric if... relatively harmless... depending on how well armed she is."
Meanwhile, outside, Mischa is taking a lazy walk through...er... the slums, when he notices the CTC armored vehicle. "Hmm... rarely get to see these in person..." he admits, walking over to take a look, before noticing Tashira. "Wait a minute... she looks familiar..." he murmurs, walking into the alley to get a better look at the maid.
