For the most part yes though it is amusing to pull off his ki draining technique and toss out those fireworks at random in a fight. That and I think he did help develop the whole smoking pipe fighting style to a new level.

So it sounds like the idea of the guilds is perhaps a no go from what I am hearing so far. How about the forming of districts within the city?

Actually, they should be able to do a pretty good job of neutralizing it themselves. I expect open sabotage from the other members of the guild to counteract any scientist who gets too big for his britches.

Ambush pretty much stated my opinion on that himself. Also, so what if they do? A giant monster every other week or so could do us all some good. Aside from that it worked for the Americans with Big MT, Black Mesa, and even some scientists in less nice to think about eras and affiliations. That would liven up the place which is my goal to begin with.

Merah's brows furrow in a bit of slight... something. She glances behind her when she feels someone messing with her hair, and blushes slightly at Elliot "...hey. ...thanks. ...must have come undone when I was sleeping or something. It does that." ^^;

The girl turns her attention back to the speaker, and her gaze goes back to Raleigh. She says after a moment of hesitation, "...I... I am having a really hard time following you. ...you just said moments ago, or I think, might of dreamed it... that we should use armed thugs to force folks to organize. And then when I asked for a clarification... you said there would be no need to force it..." She looks down at the table, and rubs the sleep from her eyes again. Looking back up, she continues "...and 'soul stays the same'? The soul is never the same. It changes from moment to moment, on a minuscule level. And don't try to tell me that there is no such things as spiritual transformations. ...my best friend wasn't born a half-demon. And I've heard of folks being fully converted into Foocubi, Celestials, split into twins, or even reduced to pure Color."

She looks down, "...but again. We're not here to discuss ontological issues. I'll leave the philosophical concerns to some other time." Lifting her arms up, she rolls her head on her shoulders a second -- and with one final yawn is fully awake. Finishing her rebuttal, she says "...and as far as I see it, the best way to handle this would be to establish official groups. We don't need to encourage their use or anything... if people want to be members. Cool. They get membership cards or something. If not? Oh well. ...and for districts? Again I think we could just officially recognize grouping. ...and, heck, we could even recognize existing groups as guilds or something... ....as well as create new ones as needed."

Perhaps I should have said that you are still you regardless. To be sure you can acquire spiritual forms and the like but that doesn't change that you are you. The hired group of thugs you mention was to act as a defense of the town not to force people into compliance. If I wanted to force the issue I would simply overtake the town with my minions and carry it out. The CTC, while good, are more interested in dealing with the issues of the transformative energies than necessarily saving all of us lunatics from ourselves or so I'm lead to believe. Official groups, if you prefer to use that terminology, is more or less the same as the guilds as far as I'm concerned. I have no problem with such a thing.

In light of the possible formation of groups I offer the concept of incentives. My shops, for instance, might give discounts on items associated with whatever that group might traditionally use to those that are members. I do recommend creating either some sort of fair or something centered on the groups so that more of those that belong to them might actually join so they can participate though. Say have a day once a year where all the, since we've been using them so much, mad scientists demonstrate their various dooms day weapons to the citizenry while jockeying to be best in show or whatever. We could have the merchants selling themed items and everything. Pick up the economy while also picking up the participation.

*Seems to be waiting to answer any actual questions at the moment before he will proceed with anything else.* Of course, this council can turn down my suggestion and I will accept that. I'll just bring it before the next one and the next one and the next one and so on. I might have to wait until your great great grandchildren sit there but I will still make the proposals.

Insistent would have been walking into this room with a suitcase filled with a gas that would slowly disperse throughout the room making the council easily influenced while talking with them but I can assure you I've not done that. As for having an ulterior motive I'll admit I do have one.

I suppose but it would be effective. It's also a good argument for better security in this city that I could have done so and no one had bothered to check.

Elliot returned Merah's smile before making notes, but seemed rather bored by the discussion, and more interested in studying the girl beside. Something Raleigh said did catch his interest however, "Better security? I can arrange that", he said proudly, glancing around at the others before sinking back into his chair and scribbled some more.
